What did you take away from the Québec and federal budgets released recently? If you’re anything like me, not much in the area of life sciences and health technologies. In either case, I believe the impact on our sector will be quite limited.
At the federal level, the change in the eligibility criteria for federal R&D tax credits is going to help a certain number of our SMEs that could therefore benefit from the enhanced rate of 35%. Furthermore, the investments announced in the research foundations and organizations will have an impact on our sector, particularly investments made in Genome Canada. But this budget lacks clear sectoral vision for my taste. It makes very little reference to the Economic Strategy Tables, which is surprising considering all the work they have carried out.
At the provincial level, I would like to acknowledge the renewed confidence in Génome Québec by the new government with an investment of $7.5 million, as well as the massive investment in artificial intelligence and in an $85-million fund to support venture capital in Québec. But here again, the guiding thread of life sciences does not appear.
In my opinion, all this reinforces the idea that as a sector we must raise further awareness of our issues, our impacts and our contribution among all the elected officials. For example, we are working as a cluster on putting together an awareness day at the National Assembly this fall, and I believe this initiative should help our cause in view of the next budget.
At the federal level, as the election campaign approaches, it’s the right time to speak to our Québec MPs and candidates in order to effectively position our sector within the political decision-makers’ areas of concern.
