An inter-cluster project to accelerate the decarbonisation of Quebec companies
In the face of the climate emergency, new international regulations, and growing pressure from markets and investors, the transition toward low-carbon economic models is no longer optional. It has become a strategic necessity for the competitiveness, resilience, and attractiveness of our companies. Yet, although 82% of Quebec companies believe it is urgent to take action, almost half have yet to begin their climate journey (Quebec Net Positif, 2024).
Mobilising Industries for Climate Action and Transition (I.M.P.A.C.T.) is a project born out of this shared realisation, in the context of the launch of a first Inter-cluster Sustainability Action Plan. It seeks to offer a concrete and collective framework to raise companies’ awareness of climate risks and opportunities, to inform them of potential solutions that exist and to guide them in their efforts to reduce their greenhouse gas (GHG) emissions.
What benefit for an SME to take interest?
Each company can make a real difference at its own scale, for the transition and its own future. Embarking on the journey to reduce GHG emissions is also acting pragmatically to reinforce one’s resilience in an uncertain economy. More immediately, it is also:
- Reducing energy spending.
- Improving efficiency by limiting waste.
- Reinforcing customers’ and investors’ trust.
- Preparing to respond to regulatory obligations.
Decarbonisation is no longer a symbolic gesture: it is a strategic choice to ensure longevity and competitiveness.
A collaborative and structuring initiative
- This project is built upon an unprecedented collaboration among six industrial clusters:
- Aéro Montréal – Quebec’s Aerospace Industrial Cluster
- AluQuébec – Quebec’s Aluminum Industrial Cluster
- Bureau du cinéma et de la télévision du Québec (BCTQ) – Quebec’s Film and Television Industrial Cluster
- Écotech Québec – Quebec’s Clean Technology Industrial Cluster
- Finance Montréal – Quebec’s Financial Services Industrial Cluster
- Montréal InVivo – Quebec’s Life Sciences and Health Technologies Industrial Cluster
The project builds notably upon previous sustainability initiatives from some of these clusters, especially those of Finance Montréal’s Climate Action Education Network for Quebec SMEs, BCTQ’s Rolling Green program, and Aéro Montréal’s Eco-Responsibility Initiatives.
By pooling the expertise, networks, and resources of these industrial clusters, I.M.P.A.C.T. aims to create a strong collective lever, building momentum and economies of scale towards climate action, thereby reducing the financial and operational burden of any single group.
Why this project?
By helping companies reduce their GHG emissions, we contribute towards:
- Achieving Quebec and Canada’s climate targets by 2030.
- Upholding our companies as premier partners in international supply chains.
- Positioning Quebec as an exemplary region that is also attractive towards investors and talents.
- Reinforce the resilience of the Quebec economy in times of uncertainty.
Main Goals of the Project
By 2028, I.M.P.A.C.T. aims to:
- Mobilize over 1000 companies and their employees around climate action.
- Allow 230 companies to understand their standing by measuring their GHG emissions and drafting a first action plan.
- Stimulate action through guidance and skills building of targeted teams.
- Highlight intersectoral collaboration as a driver of performance and transition.
Why is the LSHT sector concerned?
- 3.6% of Quebec GHG emissions come from the health sector (Dunsky, 2024).
- In comparison, air, rail and maritime transport account for 2.3% of emissions
- 43% of emissions from the health sector are tied to LSHT companies (medicine and healthcare, purchasing and supply chains, waste) (Dunsky, 2024).
- The health sector will have to contribute to the reduction of the province’s GHG emissions. It is therefore an opportunity for companies within the sector to distinguish themselves by proposing low carbon solutions.
I.M.P.A.C.T.
Program Launch
I.M.P.A.C.T. will launch officially in winter of 2026. Participation will be customisable, each company being able to select activities that are more relevant and higher priority to them based on their needs and availability. The project team will be available to guide participants through their journey.
A website regrouping all resources and activities offered by the project will be revealed at launch. Until then, the involved clusters are continuing the cocreation and preparation of the activities with their members, partners and sponsors.
